Choosing an Industrial Cleaning Partner for Paper & Tissue Mills: What to Look For

What plant managers should ask when evaluating an industrial cleaning contractor for a paper mill or tissue facility, from crew capacity to documentation.

Over this series, we’ve covered what goes into a real paper mill cleaning program - from NFPA 654 dust compliance and dry ice blasting on paper machines, to stickies and resin management, structural restoration, silo cleaning, outage scheduling, boiler room coatings, and audit readiness. Taken together, it should be clear that this isn’t a job for a general commercial cleaning company that happens to be willing to take it on.

Here’s what to actually ask when evaluating a contractor for this work.

Do They Use Direct Employees, or Brokered Labor?

This matters more in a mill than almost anywhere else, because your entire cleaning window is often a single annual outage - there’s no room for a crew that’s unfamiliar with your equipment or your safety protocols to be learning on the job. Ask directly whether every technician on-site will be a full-time employee of the company you’re contracting with, or whether some portion of the work gets subcontracted to local labor you have no direct relationship with. We covered why this distinction matters at scale in 5 Questions to Ask Before Hiring an Industrial Cleaning Company, and the stakes only go up in an environment as specialized as a paper machine.

Can They Actually Staff Your Outage Window?

A contractor needs the crew capacity to complete your full scope inside the days you actually have available, working around the clock if that’s what the outage demands. Ask about crew size, whether they can run multiple shifts simultaneously, and what happens if the scope expands mid-outage - a contractor without bench strength will simply run out of time.

Do They Understand Paper Machine Components Specifically?

Cleaning a headbox or a Yankee cylinder correctly requires understanding what the equipment is, what it costs to damage, and which methods are safe to use on it. A contractor who treats a dryer section the same way they’d treat a generic conveyor system is a liability, not an asset.

Can They Support Every Facility if You Operate More Than One Mill?

For operators running multiple mills, consistency across sites matters as much as quality at any single site. A single contractor delivering the same safety standard, documentation, and crew quality at every location removes a coordination burden that a patchwork of regional vendors creates - a case we make in more detail in Why Large Manufacturers Choose a Single-Source Industrial Contractor.

Do They Document Their Work?

Photographic before-and-after records and signed completion documentation aren’t a nice-to-have - they’re what makes the difference between an audit that’s a formality and one that’s a scramble, as we covered in our post on audit readiness. If a contractor can’t describe their documentation process without prompting, that’s a sign it isn’t standard practice for them.
